I doubt the cost is £15,000 p.a. I believe that is likely to be nearer the set up cost but we are unlikely to need new equipment every year. The audio record is available to any councilor or officer who wishes to record the input to their earphones and would cost only the price of a tape, minidisc or CD and one recording device.
£15,000 per year seems extremely high to me. The student radio station in Aberystwyth university, Bay Radio, broadcasts live audio and video 24 hours a day, as well as recording every show - all for next to nothing in terms of cost. Even the initial set up costs would be a fraction of that sum.
The people of CARMARTHENSHIRE are asking for it , it will come in the end,what they want in the end they get, you only have to look at the rest of the world today PEOPLE POWER
